Outside.in
Steven Johnson has launched a hyper-local portal, Outside.in. Similar to Topix.net, but on first glance the algorithm looks better.

The algorithm that is determining what constitutes "neighborhoodness." For instance, here's a page for <a href="http://outside.in/Pike_Market" target="_blank">Pike Market</a> (my neighborhood) -- Outside.in is gathering information related to the neighborhood without that term being explicitly used.
